Charles, FYI, a change like this (adding a build dependency) generally does not require a bump in the revision number. The reasoning is that a user who didn't have the build dependency installed, wouldn't have been able to build the package, so the built package won't be different with the build dependency added.
The one exception to this is if the package builds differently depending on whether the build dependency is present, and you are forcing uniformity of people's outputs by adding this particular build dependency.
