Because gcc _isn't_ being installed. Looking at the .info file for gfortran we find:
(... but it is being built.)

That is, gfortran is part of the gcc distribution, so to build it fink needs to extract the relevant bits from the gcc source. That's where the gcc reference comes from, and why it's not listed in the packages to be built.
Thanks Marting and Nigel, you've convinced me that fink is indeed telling me what it is supposed to be telling me. I will wrap my tiny brain around the 'this is part of that' business after we meet this deadline at work today.
By the way, of the 600+ packages I've installed in the 10.3 unstable tree, I've had very few errors. I'll be digging in to these issues over the next few days and providing (mostly positive) feedback to the maintainers. In solving the problems that arise I naturally hope to make excellent use of the information archived in the lists, but I'm sure I'll be reminded if I don't. ;-)
