Thanks.  This indirectly led me to the solution.  I did not have 
startx, other than in my "Previous System" folder.  The contents of 
/usr do not appear to have been copied (at least not of /usr/X11R6), 
when doing "Archive and Install"). I thought some of this would be 
installed by the developer's tools.  When I copied this over, ran the 
jaguar xterm update and launched, all worked.
