Thanks for the suggestions, but still no luck. I reinstalled Java JDK 8u60.
which gcj returns /sw/bin/gcj
config.log from gettext-tools has as the relevant lines:

Hi,
That was successful:
fink remove gcc5
followed by
fink update-all (which just installed the gettext-tools package)
followed by
fink reinstall gcc5
seemed to work.
