I found /sbin/ldconfig executable in my Mac.
I deleted the ldconfig and run fink install netpbm11-shlibs.
Yes, it works!
I could install netpbm11-shlibs.

What is wrong is that you have a "ldconfig" executable on your system
and Fink's netpbm11 package expects that you don't have one (it doesn't
make sense on OSX). Here is the evidence:
