I notice that aria package which was in 10.1 list is no longer in 10.2 list.
Is there any plan to include this useful web download tool back in 10.2
package list ?
In the mean time, is there any other similar tools that i can use in 10.2.2
?

There's a problem with the Aria package compiling on 10.2.x ... I'll
have a look at it, but I'm not sure how to do it right now.
