My fink.conf shows no mirror setting for Qt. Should there be one? I am
getting the same issue with qt 5.5, and I re-ran "fink configure" but there
was no prompt to modify qt mirrors (though there were for others like GNU).

There’s not a separate Qt mirror.
What I really should have asked for was the MirrorOrder value from fink.conf.
Your output below doesn’t show “try original source”, and that behavior is
governed by MirrorOrder.
Try using “fink configure --mirror” and select (2) Search “Master” source
