I'm certainly familiar with the problem, in the end I set up
my own rsync server to redistribute inside our firewall (on
a machine with access through it). It is possible to
specify a port for rsync as part of the URL, so if someone
could run an rsync server on port 80 or 443, that may work

There has been ongoing work with a mechanism by which Fink can be
updated via HTTP directly, via a tarball snapshot of the package
descriptions. I'm not sure if it's ready for testing yet.

I asked the same a few months ago - at the time there didn't seem to
be a way. Most people seemed puzzled about the problem, let alone a
viable solution (only things really offered were setting up SSL
tunnels to bypass the firewall/content filter causing your problem).

Is there a mechanism of convenient software installation and upgrade like fink
which is bypass rsync or cvs
for people who work in the places where paranoia rules
