The security3.fdb on my system is stored under %allusersprofile%\Firebird.
%allusersprofile% is a Windows variable and leads to C:\ProgramData by default
but can also be a different location.
In the firebird.conf I tried to adjust the line
#SecurityDatabase = $(dir_secDb)/security3.fd
