No, it is 31 byte. And in 3.0 the limitation is more restrictive than
before, look at
CORE-5282 for example.

31 CHARACTERS - as before - for all SQL identifiers, including column
names. They are stored in UNICODE_FSS (3 bytes each, no options) so
it is actually a maximum
