For heavy work, the neck-collar is preferred, since it spreads the load better. However, a neck collar is more difficult to fit properly, and as the animal grows (or changes shape, winter to summer), you would end up buying multiple collars (and maybe multiple matching hames) to maintain the proper fit. IMHO, for a beginner, and for a growing equine, the breastcollar is a better training device.
