Whenever Flac does a test (-t) against a file with the special
character indicated by a upper or lower case o with a diagonal line/forward
slash through it, it fails with a ERROR INITIALIZING DECODER - INIT
STATUS ERROR OPENING FILE.

An example of actual failing file names are:

02 Tløn.flac
05 Ørnen.flac

The files test out OK with the flactester application included with
FLAC as well as the audiotester application from the vuplayer web
site.

Flac seems to handle all of my other special characters just fine.

The reason this comes up is because the converter batch file that I
use does a test of the file before converting.

Any ideas?
