The core idea will be to update the dataProvider of the pie chart on mouse drag. The basics of that should be pretty simple, but I foresee some details you will need to handle, primarily the calculations regarding the mouse position to percentage calculation.
I'd google this before starting. It seems someone should have developed a draggable dial or gauge.
