Typically we use a Local SharedObject to store user preferences, and retrieve those settings and set up the UI on application start-up. The LSO is fairly easy to use, but the dynamic UI is the complicated part. The LSO will be machine level settings. If you need individual settings, then you will need a login and server-side persistence of UI states/prefs.
