If PowerSDR is off, the PC and SDR1K powered up and relays are clicking, then
there is a probability that the relay clicks are causes by phantom voltages

If either the SDR1K and/or the PC are powered off, this

Is running my radio at 5 watts for prolonged periods (all the time
mostly recently) harmful to the PA in the Flex-3000? I have been running
WSPR 24/7 for weeks now.

Running the 3000 @ 100 watts for a prolonged period of time will not hurt the
PA transistors. The FlexRadio engineers have done a 100 watt key down for an
hour and the PA transistors did not get near the max operating temperature.
De-rating down to 5 watts, it will run forever.
