[Flexradio] sdr 1000 +delta44 +Vista

I have recently had to retire my XP pc and tried to resurrect the 1000 on Vista I have got the m audio new driver and and put the deltapng.dll file in the PowerSDR folder but on switching on in Ham Bands it tries to transmit or in non ham bands says it is not permitted to transmit on this
