[Flexradio] Another 1.3.13 CW datapoint

The New Keyer is fixed in the upcoming release. The logic operates properly, etc. I am hunting down a bug that seems to have somehow removed the transmit offset (needed because of CW pitch). I see where it is computed but don't know why it is not getting set. Bob John Ackermann N8UR
