This isn't a bug.

RX2 volume and pan controls (l/R) are controlled using the RX2 specific controls (bottom left in the RX2 control section), not the MultiRX VFO-B control as shown in the screenshot. The AF control on the top left hand side of the console is the master AF control for both receivers.

Previous versions of PowerSDR were "broken" in this regard and the audio routing was corrected in v2.2.3.

See screen shot of my PSDR window....it has been like this since V1.8xxx and R1 / R2 audio were always pretty independent. Since some of the V2.x fixes, the audios have been blended again, which is not a desirable feature.
