Steven,
This fixable. Delete the broken link. Create a new link in the desktop and
point towards the VSPMgr program. Be sure whne running the program, that
you right click on the icon / link and run as administrator.

OK I have a clean install of Windows 7 64. I have a account called ROOT that
is the master account and an account for the "user" which has
administration privileges. I installed vspMgr using the defaults in the
master account and it has a nice icon on the desktop and opens when It's
selected.
