You could check the contents of your config.log file. That includes exactly
what code was compiled (or run) to do the test and exactly how it failed.
That said, why are you compiling FlightGear from scratch instead of using a
pre-built binary? Do you need to make your own changes to the code?

I was able to compile and install plib and openal using Cygwin.
However, the configure script for SimGear is unable to find the openal
