For some time now we've had 2 attempts at interactive ATC/AI in the code, my
old one (ATCDCL) and Durk's new one (ATC). ATCDCL is disabled by default at
compile time. I've now ripped out all the old interactive ATC and AI from
ATCDCL. This just leaves ATIS, AWOS, the nearby ATC frequen
