[fltk.development] 1.3 has undefined reference to fl_device?

I have been compiling and using FLTK 1.1.x for a few years, and I decided to upgrade to 1.3. However, some problem is making it impossible to compile. I tried a few separate versions of FLTK 1.3.x and I get the same problems regardless of which one I use... when trying to compile ccpfltk I get
