my personal observations and thoughts without being a programmer:
I can second that since FS release 1.1.1 patches of bank 0 [bank 1 after Chris'
definition] using CC00 are *not* called correctly, until we introduce to
re-route bank 0 patch calling using CC32. In jOrgan we can do so,

The banks selectable via CC0 are numbered 0 through 127 with bank 0
containing the initial instrument set (or capital tones). Using Bank
0 in reference to the first bank beyond the initial tone set is
misleading and incorrect. Bank 0 is the bank containing the initial
tones, bank 1
