You don't need to copy the fonts there because there should be
/usr/share/fonts/X11 symlink to it. though I don't see any "Fixed" fonts in the

That config enforces the scalable font to choose which means you aren't using
the attached font actually. you can see:
$ fc-query /path/to/9x15-ISO8859-1.pcf | grep scalable
scalable: False(s)
