I decided to use a global var that gets the section number from a dita map. But
thanks for the pointer to markers, now I know how to get the header title for
the header region.

I believe you'll need to put each section in its own page-sequence; you can
then use initial-page-number to start the numbering over in each section. Since
the TOC page numbers use a different number format, the TOC's will need to be
in separate page-sequences as well. If FOP implemented XSL 1.1
