RTF has exra line

Any one know why what appears to be an extra line would appear in an RTF but not a PDF generated from the same FO? This is what it looks like in Notepad++. 1) Line 1 2) Line 2 3) Line 3 In Word the are all paragraph marks (no soft returns that you get with in MS-Word). The text is japanese
