I think, there must be some heuristics you have to implement on top of the
dataset collection apis or some other
open source project.

Numerous libraries are available for interacting with Twitter API. I have
once used Tweepy(https://github.com/tweepy/tweepy) for a small task. It's
easy to get started. Have a look at Streaming API reference and filter it
by language as described in
