Under the web ui, you can find it under Admin > Access, a couple options
down. I haven't used it myself, but that's where the option is!

help setting` I could not find it. Is this a new feature,

How about always calling new files .fossil (and accepting existing other
names), *and* setting the hidden flag on Windows? Then the documentation is the
same for both: a hidden file called .fossil...

I would normally agree, but when the two platforms have different
methods to hide files, I think it's fair to use the native method for
each. I'd support defaulting to .fos or .foss
