I can build static version of fossil for Windows with TCL suport based on trunk version 946c3eb640 [1]. With minor tweaking in "compat\tcl-8.6\generic\tclInterp.c" it uses init.tcl served from the same directory as where fossil.exe file resides. It is possible to execute this version of fossil

Repo backups saved me in this scenario. A developer did a fossil add *.* by mistake and committed. Well, that bloated our repo size tenfold. We knew quickly because push/pulls were taking too long.
