I'm not sure where you did the download from. You mentioned fpcbuild.zip
from trunk which is normally used for svn.
Anyway this works. Using ftp from ftpmaster.freepascal.org,
/pub/fpc/snapshot/v23/source you can get v2.3.1 fpcbuild.zip or fpc.zip,
or from .../v22/ you can get v2.2.3. hth
