Hypertext commands - popup menu - not working

Hi, I want to use hypertext commands in the header of a special FM document. They will allow me to open books, software, URLs without clicking elsewhere. I would like to organize these commands using submenus. Now my problem. I can have only 1 submenu and it must be at the top of the
