Yes, I set this at the book level with 1st side page set to Next Available.
Chapter 2, and Appendices A, B and C all have the same settings and they all
behave except App B. (App C is also a single page.)
Even though I use Conditional Text, there is less than one page of text in each
file even

Have you tried setting it at the book level and NOT declared a first page
start for the file? Many times I see this issue when files are set to
delete empty pages but have a RIGHT start page. Set the start to next
available.

I'm using FrameMaker 10. I didn't think to try the Japanese RTF import filter.
Maybe I'll do that the next time I have to do this.
I've cross-posted this to the FrameMaker list where it should have gone in the
first place.

You can do a File > Import and choose the option to copy the text into the
document. If you link you get what is essentially an inset.
I tried File > Open and File > Import with essentially the same results. The
RTF conversion at least kept the hyperlinks although they were not where they
belon
