Flare can replace both FrameMaker and RoboHelp, the core of TCS. I
don't like having each topic in a separate file, lack of true WYSIWYG
for PDF, or the inability to export change markup to PDF, but it's a
highly competitive alternative, especially with RoboHelp.

Hi Craig,
FrameMaker doesn't support dashed lines in table rules. You can do dashed
lines in InDesign tables, but not FrameMaker.

As part of my project to move all my documents from FrameMaker to Confluence, I
had been planning to use Mif2Go to get my FM documents into other formats.
Well, the opportunity to test/start a similar process arose sooner than I
expected. One of my specifications needed urgent updates
I think the problem would be how to automatically size the anchored frame for
the vast variety of cells, straddled and otherwise.
My own take on the use of dashed lines from a visual perception aspect is that
they will just create a visual buzz that makes it more difficult to see the
data.
A manual export step from Confluence to FrameMaker would not be a
useful workflow. I need to edit wiki content in place.
Since FM already has XML editing capabilities and source control / CMS
integration, it doesn't seem to me like it would be a big challenge
for Adobe to add that.
Same goes for
FrameMaker MIF2Go Word works great, I've used it for a variety of projects.
Unfortunately Word Confluence has some major bugs that require a lot
of cleanup. FrameMaker MIF2Go XHTML Confluence might be faster
depending on the content and formatting.
