There aren't a lot of HTML help options on the default FM output to CHM.
For instance, you get a default small box help window in the top left
corner. The file that controls the layout is hardcoded into FM, apparently
it's an enhancement rather than a requirement (to allow it to be
customised).

I don't know for sure, but I am assume that there are more customization
options with RoboHelp (and possibly more outputs).
