Instead of simply removing the 18 files, save just the current FM file under
another name then remove everything from the new file except the images.
Then remove them from your working file.
That way, the images will maintain their Conditions and you *should* just be
able to copy each one back

I don't have Frame available, so if I remember correctly (fingers crossed),
here's how you can make a custom bullet:
Draw a Graphic Frame on the Reference Pages and if the art file size is small
enough, I'd copy, not reference it into the frame. Name the Graphic Frame, for
example,

Do you have PNG files in the doc? I find that SOME of them (not all, that
would be almost too easy) get scanned by FM and the colors added to the
catalog.

The short answer is, you can't. At least not using the Character Designer
and Paragraph Designer.
A long while back Chris Despopoulos created a plugin called RefIcons, which
sort of did what you want. It paired an anchored graphic with a paragraph
tag
You could make it into a font using FontForge or the like.
What a great way to increase shareholder value.
