FrameMaker doesn't "RIP" anything ...
In fact, PDF is converted to EPS when imported into
FrameMaker.
Other "image" formats or for that matter, other graphic
formats are NOT turned into EPS.

I will confirm that I have seen this situation every
so often and that the ONLY solution is to reboot your
computer. (By this situation I mean oddball results
when using save as PDF including but limited to
crashes, failures to produce any output, etc.)
This happens on occasion when using the
FrameMaker does not officially or fully support import

amount of tolerance. Allow 0.19 point as the lower limit

(1) EPS (Encapsulated PostScript) is a file format developed by Adobe,
not by Aldus
or Altsys. It may contain almost any combination of PostScript graphic
objects including
text, vector, and raster.
(2) PostScript Level 2 fully supports JPEG compression. An EPS
FWIW, Adobe does not officially support any applications on the 64-bit
editions of Windows. I have heard no reports, good or bad, so far of any
use of FrameMaker in such an environment.
On the other hand, I do know that the automatic mechanisms for creation
of PDF -- use of AdobePDF PostScript
