According to Rick Quatro, no it can't. He did write a script that will
backup to a different folder, but you have to hardcode the new location in
the script.

Is there a way to have FrameMaker save the automatic backup files in a
sub-folder below the project folder? I see where to turn on/off the
backups, but not any way to specify where to save them.
Having those backups in the same location makes the folder much too busy,
IMO.
I'm using Frame 14.
