Unfortunately, none of these suggestions worked. I did check Task Manager
to see if there was a process I could switch to, but there wasn't anything
listed. In fact, as far as I can tell, neither the character palette nor
the hex input are working. I wonder what I borked.

Based on no evidence whatsoever, my guess is that the character palette somehow
became parked at a location beyond the bounds of your desktop. But I'm
