As I recall, it happens if you adjust tags on the rule *and *have the
Paragraph Designer set to showing anything other than the Basic properties.

First thing I'd try is installing the patches you're missing. Current
release level is p255

I toggle auto-collapse pods on or off, or run through a bunch of
changes in the designer.

Here's the setup: WXP, SP3, Frame 9.0p237 (unstructured)
Problem:
At any given time, the Paragraph Designer "quits." It displays when called
upon and works
and that's all well and good but without notice suddenly becomes
non-functioning.

I thought it might be fixed with that patch because I tried getting the PD db
to freeze, and it didn't. I guess it only freezes if you're doing serious work.
