Assuming the text line is actually in the frame, click somewhere in the
frame and then right-click and Select All in Frame, or just do Ctrl-A --
that should also work if the insertion point is in the frame.
Then Graphics Group.

You select the graphic frame, then press Ctrl+A (Select All), then Graphics
Group from the FrameMaker menu bar. Now everything is one piece. If you
need to change a callout, you will need to ungroup, edit, then regroup the
entities in the graphic frame.

If I understand the original poster's process, importing a graphic
with an insertion point in text creates an anchored frame. This is why
the graphic flows with the text.
It shouldn't be necessary to group text lines or text frames with the
graphic in the anchored frame, for the callouts to move

Good point about enlarging the anchored frame around the graphic, in
order to make room for the callouts. Also, good point about turning ON
View Borders, and View Text Symbols; it's always a good idea to
see these useful infrastructure tools while working in documents,
and, they don't
