the content is similar or identical to content in our technical documents.

If we do the work on a MAC no color issues.

FrameMaker is tricky when it comes to color output for offset printing.
There are two challenges: 1. Defining the spot color. 2. Printing only the
black plate and the spot-color plate.
Here is how I would do it, with no additional software.
To define the spot color:

I have successfully handled spot colour output from FM on Windows for years
using Colour Chameleon that allows you to map your windows RGB colours to
spot colour and/or adjust the cmyk.
