Maybe I don't understand your goal. Can't you just use the <$chapnum>-page #
variable in your master page as described here:

a) Navigate to the Numbering Properties dialog box (Format > Document >
Numbering).
b) Click on the Chapter tab.
c) Next to the Chapter #, enter the chapter number.
d) From the Format dropdown, select Numeric (14)
e) Click the Set button.

The sections he's referring to are on master pages and generated files (index,
ToC) - look back on page 353 to see the chapnum variable - pair that up with
the page # variable as Nadine says on your master page.

It sounds like you are putting all the chapters in one FrameMaker
file. Generally people who use FrameMaker put each chapter in a
separate file and add all the files to a Book file. Are you doing
that? If yes, then each chapter automatically restarts the numbering
unless
