Is the hair in the gate of the original film, or in a badly-done telecine? Software for getting rid of dirt and dust doesn’t work with artifacts that don’t move. Your only choice — it it’s in the film — is to crop the image or live with it. If it’s in the telecine transfer, have it redone. O

If it isn't an overall issue of serious dirt, or redoing the transfer isn't a possibility for whatever reason, you can draw it out carefully frame-by-frame in several ways. Photoshop is sure fire but laborious. Try the wire removal tool in after effects, we have had some success with that, you just have to do little bits at a time. as it works best with straight segments. its at least a way to minimize the work in photo shop.
