P.S. Server works as gateway and totally 50-100 kpps passes through it, but the
number of packets that fit this rdr rule is relatively small, only 10-1000 pps.

The problem was noticed after moving from another server with freebsd 9 amd64
to this server with FreeBSD 10.0-STABLE amd64.
