I don't think this issue is fixed. There's still configurations whereby the
CD-ROM presence causes the loader to get confused. This results in the loader
not being able to read the boot fixed disk

I physically disconnected and disable the SATA port that my CD-ROM was
connected to. This permitted reboot-after-install and all other subsequent
boots/reboots.
I tested this with 12.1-RELEASE and
