I believe this got fixed a long time ago.
The normalisation code now contains this:
/* Strip off any trailing bytes. */
m_adj(m2, frent->fe_len - m2->m_pkthdr.len);
Please re-open this bug if the problem can be reproduced on 12.0 or 11.2.
