As a maintainer of Japanese/gawk, I tested both Japanese/gawk and lang/gawk.
Neither of ports had problems you described.

Hi everybody!
Today I tried to 'make install' in /usr/ports/lang/gawk but failed.
At the same time 'make build' works properly.
Seems gawk needs gmake to install itself.
Here is the patch for ports/lang/Makefile.
