Could you downgrade Mailman and see if the problem still persists?
I run the combination you have (except Mailman is 2.1.9 and FreeBSD is
6.3) and I haven't had an issue. Might be a bug introduced in Mailman
2.1.11

securelevel was for the paranoid only, or to create a flame war - the
folks anal about security.
Maybe securelevel should be ported to Windows? :-)

I've added this
mpd_flags=-b -s mpd5
Then restarted mpd5 and bang it worked.
