I added that and rebooted the jail host system. However, the setting in sysctl
security.jail.sysvipc_allowed is still 0 after the reboot

I added that and rebooted the jail host system. However, the setting in sysctl

jail_sysvipc_allow="YES" in rc.conf should do it.
