Have you successfully used NINJA to build a kernel before?

Do not use a custom kern for your upgrade, build generic with pf and altq.
I'm not sure your CPU type is correct ?
I could be wrong, haven't used 32bits for a while.
Make clean, then build the world, then your kern.
Once you have generic working, make your custom kern
